
On the morning of September 22, 2025, a delegation from Hainan Bielefeld University of Applied Sciences (hereinafter referred to as “BiUH”) visited Hainan Laocheng Science and Technology New City for discussions on industry-academia collaboration. The delegation included Mr. Vice President Zeng Weilu, Vice President Dr. Jari Grosse-Ruyken, Director of the Industry-Academia Cooperation Department Zhang Qiao, and Manager Zhang Fan.
The delegation was received by Mr. Zhao Lei, Deputy Director of the Laocheng Science and Technology New City Management Committee, Wang Jiadong, Head of the Fifth Operations Department of the Laocheng Science and Technology New City Administration Bureau, and Xie Wenyu, Legal Representative and Co-founder of Hainan Chuangchen Overseas Enterprise Service Co., Ltd., who also attended the meeting.
The visit began with a tour of the ACC Park in Laocheng Science and Technology New City, guided by managers from the Management Committee. The tour offered insights into the park’s industrial development and platform construction in areas including the digital economy, advanced manufacturing, and cross-border live streaming.
A meeting followed in the conference room of the Administration Bureau, chaired by Deputy Director Zhao Lei. Vice President Zeng Weilu introduced BiUH’s educational background, its unique Sino-German cooperative features, and its talent development objectives. Vice President Dr. Jari Grosse-Ruyken explained the university’s “work- -integrated” teaching model and its industry-academia collaboration framework. Director Zhang Qiao then outlined specific cooperation proposals.
Deputy Director Zhao Lei welcomed the BiUH’s delegation and presented the Management Committee’s support policies and platform resources for industry-academia cooperation. Mr. Wang Jiadong discussed Chengmai County’s industrial layout and highlighted Laocheng Science and Technology New City’s strategic role as a key park in the Hainan Free Trade Port, noting its strengths in emerging sectors such as the digital economy and cross-border live streaming.
Xie Wenyu, General Manager of Hainan Chuangchen Overseas Enterprise Service Co., Ltd., introduced her company’s role as the operator of the “Hainan Free Trade Port Silk Road Cross-Border Live Streaming Base” and expressed interest in collaborating with BiUH on student internships, bilingual live streaming, and industry-academia-research initiatives.
The two sides reached broad consensus on multiple potential collaboration areas, including student internships and employment, the joint development of “Dual-Qualified” instructors, specialized Chinese-German live streaming sessions, and collaborative research project applications. They agreed to use this visit as a foundation for deepening industry-education integration, thereby supporting the Hainan Free Trade Port’s high-level opening and talent development for industrial internationalization.
The meeting represents a concrete step in strengthening collaboration between BiUH and Laocheng Science and Technology New City. It also lays the groundwork for future efforts to build a “Practical Teaching Demonstration Base” and cultivate a talent hub specializing in cross-border live streaming and the digital economy, aligned with the distinctive needs of the Hainan Free Trade Port.
