HAIKOU, China – A high-level delegation from Hainan Bielefeld University of Applied Sciences (BiUH), led by Mr. ZENG Weilu, Vice President, conducted a strategic working visit to Hainan Communications Investment Holding Co., Ltd. (Hainan Communications Investment Group) on the morning of October 27. The delegation was warmly received by Mr. WU Peng, Member of the Party Committee and Deputy General Manager of the Group.
The meeting focused on advancing new quality productive forces and strengthening collaborative efforts across multiple domains including smart construction, intelligent transportation systems, and low-altitude mobility development. Senior representatives from the Group’s Human Resources Department, Scientific and Technological Innovation Department, Smart Transportation Business Division, Transportation Control Property Company, and Hainan Public Network Company participated in the comprehensive discussions.

He detailed Hainan BiUH’s distinctive practice-oriented educational approach, which incorporates the German applied sciences model, and shared updates on the university’s ongoing pedagogical reforms.

He emphasized that these initiatives are strategically designed to support regional industrial upgrading and enhance local capacity building.
Mr. ZENG Weilu expressed confidence that the meeting would establish a solid foundation for practical cooperation in transportation scenario development, talent co-cultivation, and joint technological innovation. He noted that such collaboration would significantly contribute to building a distinctive industry-university-research ecosystem for smart transportation within the Hainan Free Trade Port framework.

Wu proposed an innovative cooperation framework characterized as “one joint initiative, two specialized centers, and multiple application scenarios.” The blueprint includes establishing a corporate university, facilitating the launch of a scientific and technological achievements transformation center, creating a research-based enterprise incubation hub, and deepening collaboration in talent development and digital innovation.
