In order to thoroughly implement the Measures for the Disclosure of Information by Higher Education Institutions (Order No. 29 of the Ministry of Education of the People’s Republic of China) and the Notice of the Ministry of Education on the Publication of the List of Information Disclosure Items for Higher Education Institutions (Jiaobanhan [2014] No. 23), as well as other relevant national regulations, and to further improve the standardization and institutionalization of the University’s government and academic affairs disclosure, enhancing the transparency and effectiveness of information disclosure, the BiUH hereby reports on the implementation of information disclosure work for the 2024-2025 academic year in accordance with the relevant work arrangements and guidance of the Hainan Provincial Department of Education. (The data included in this report cover the period from September 1, 2024, to October 31, 2025.)

1. Overview of Information Disclosure

In the 2024-2025 academic year, in accordance with the Measures for the Disclosure of Information by Higher Education Institutions, BiUH continuously expanded the breadth, depth, and accuracy of information disclosure, conscientiously fulfilled its primary responsibilities in this regard, steadily improved the quality of its information disclosure work, and promoted tangible results.

During this academic year, BiUH further strengthened its information service network, focusing on major decisions and deployments as well as issues of widespread concern to faculty, staff, and students, and proactively promoted information disclosure. By releasing information in a standardized and timely manner, BiUH fully leveraged the positive role of information disclosure in serving faculty and staff and addressing societal concerns, effectively enhancing the transparency of BiUH’s governance. These measures not only contributed to building a standardized, fair, transparent, clean, and efficient administrative system but also safeguarded the rights of faculty, staff, and students to be informed, participate, and express their opinions. Furthermore, they helped consolidate a shared consensus on development, strengthened collaborative efforts in University operations, and significantly enhanced BiUH’s social influence and recognition.

(1) Improving the Information System and Mechanism to Enhance the Effectiveness of Information Disclosure

BiUH has closely aligned its efforts with core institutional work and established a sound system and mechanism for information disclosure. By setting up regular work meetings and reporting mechanisms, the University dynamically tracks the progress of information disclosure, promptly addresses issues arising during implementation, and ensures that all tasks are carried out in an orderly manner, fostering a collaborative and efficient work pattern across internal departments.

At the same time, BiUH places great emphasis on security management throughout the information disclosure process. The University strictly follows the approval procedures for information disclosure and implements full-process recording and traceable management for all stages, including information collection, review, and publication. These measures minimize the risk of information leakage and ensure that information disclosure is conducted safely, properly, and in an orderly fashion.

(2) Expanding Disclosure and Broadening Participation Channels

To continuously advance the modernization of BiUH’s governance system and governance capacity, the University has further optimized and expanded channels for faculty, staff, and public engagement. On one hand, the University leadership has actively established interactive communication mechanisms, including regular meetings such as “Discipline Leaders–University Leadership Meetings” and “Functional Department Heads–University Leadership Discussions,” complemented by online and offline feedback mailboxes. These channels are used to widely solicit opinions and suggestions from faculty, staff, and students regarding information disclosure and BiUH’s development, proactively identify weaknesses in the information disclosure process, and implement targeted improvements.

On the other hand, BiUH has continuously strengthened the construction and operation of core information release platforms, such as its official website, improving functions for information publication, inquiry, and interaction. These efforts further smooth communication channels with the public and effectively enhance the openness and transparency of BiUH’s governance.

2. Proactive Information Disclosure by BiUH

From September 1, 2024, to October 31, 2025, BiUH proactively disclosed a total of 476 pieces of information. Among these, 75 news updates were published on the BiUH official website, and 401 pieces of information were pushed through the WeChat public account. The content covered various areas, including BiUH’s organizational overview, academic management, admissions promotion and prospectuses, university–enterprise cooperation, infrastructure and logistics, campus safety, and media reports. These disclosures accumulated a total of 398,000 online views.

During this academic year, BiUH mainly disclosed the following information:

(1) Basic Information of BiUH

Through its information disclosure platforms, BiUH clearly communicated its nature as an educational institution, articulated its educational philosophy and development vision, and provided an overview of its basic situation and scale. Simultaneously, the University disclosed its organizational structure, rules and regulations, composition of the University leadership team, progress in discipline development, faculty profile, and student enrollment numbers.

(2) Admissions Information

The Admissions Office attached great importance to information disclosure. All information intended for release was drafted and approved by the responsible leaders before multi-channel publication, ensuring accurate data collection, standardized procedures, and timely dissemination. The office systematically disclosed the 2025 admissions policies, regulations, plans, and admission results, while also providing consultation and complaint channels to ensure that every stage of the admissions process was lawful, compliant, open, and transparent.

(3) Tuition and Financial Management Information

BiUH proactively publishes tuition, accommodation fees, and other educational charges, along with the applicable standards and legal basis, on its official website, allowing supervision by the public, students, and parents. At the same time, the Financial Department fully utilizes internal portals (such as WeCom) to release various financial management regulations and promptly respond to questions regarding financial reimbursements, tuition collection, and related matters, ensuring that all fee-related activities are transparent, standardized, and compliant.

(4) Human Resources Management

Regarding the disclosure of recruitment information, BiUH’s Human Resources Department publishes timely and accurate recruitment announcements for research, teaching, and administrative positions on the University website and the WeChat “Job Recruitment” column. The postings include details on job responsibilities, qualifications, salary and benefits, and application procedures, enabling candidates to access information promptly and participate in the recruitment process.

(5) Academic Management and Student Services

In terms of academic management, BiUH proactively discloses key information related to core teaching work. This includes the annual teaching quality report, themes and participants of on-campus and off-campus academic and teaching seminars, summaries of outcomes, faculty participation in the 2025 Hainan Higher Education Teaching Reform Projects, and core information on university–enterprise collaborations, such as partner institutions, fields of cooperation, and practical teaching outcomes.

For student services, BiUH discloses information precisely according to student concerns: (1) Scholarships and Financial Aid – Detailed disclosure of application criteria, review procedures, evaluation results, and final awardees, ensuring fairness and transparency; (2) Campus Life Services – Clear disclosure of standards for catering services, accommodation management, and other student life support; (3) Student Growth and Development – Timely publication of student organization registration, annual activity plans and summaries, and participation in competitions at various levels, including awards and achievements, providing students with clear guidance for campus life and personal development.

(6) External Communication and Collaboration

BiUH has continuously upgraded the functions of its official websites in both Chinese and English, creating a comprehensive platform that integrates “keeping up with developments, accessing resources, and participating in co-construction” for faculty, staff, domestic and international stakeholders, members of the public interested in the University’s development, and international friends. This platform not only allows all parties to stay informed about the University’s progress in a timely manner but also provides convenient channels for social forces to support BiUH’s development. A student exchange mechanism between BiUH and HSBI has been established for spring and summer programs.

3. Forms of Information Disclosure

BiUH places great emphasis on the construction of information disclosure platforms, using its official website (https://www.hainan-biuh.edu.cn) and WeChat public accounts (“Hainan Bielefeld University of Applied Sciences BiUH” and “Hainan BiHU Admissions”) as the main channels for information disclosure. At the same time, the University actively utilizes new media platforms such as Weibo and Xiaohongshu to release information in a multi-level and comprehensive manner. These measures have effectively broadened the channels for information disclosure, improved the dissemination efficiency of policy documents, notices, and news updates, and enabled diversified presentation formats—including text, images, and videos—on a regular basis. This ensures that faculty, staff, students, parents, and the public can conveniently and promptly access the information they need.

4. Information Disclosure Upon Request and Non-Disclosure

In the 2024–2025 academic year, BiUH did not receive any requests for information disclosure. There were no instances of information that should have been disclosed but was not. All related work was carried out in accordance with the applicable regulations.

5. Reports, Reviews, and Litigation Related to BiUH’s Information Disclosure

During this academic year, BiUH continuously improved its information disclosure mechanisms, optimized the content of disclosures, and enhanced the quality of information disclosure to ensure transparency in all University operations. Faculty, staff, and the public expressed overall satisfaction with BiUH’s information disclosure practices. BiUH did not receive any reports, requests for administrative review, or litigation related to its information disclosure work.

6. Main Achievements, Existing Issues, and Improvement Measures in Information Disclosure

(1) Main Achievements

During this academic year, BiUH prioritized information disclosure as a key task, steadily improving the relevant institutional mechanisms and preliminarily establishing an efficient communication and interactive system between the University and various sectors of society.

In the process of implementation, BiUH achieved the following:

– Strengthened Interdepartmental Coordination

Information disclosure covers multiple areas, including publicity, human resources, finance, admissions, IT, asset management, and campus operations. Under BiUH’s unified management, all responsible departments strictly followed relevant regulations and, based on practical needs, promptly and accurately released various types of information, effectively ensuring the timeliness and authenticity of disclosed content.

– Innovated Forms of Information Disclosure

While fully utilizing traditional disclosure channels, BiUH actively expanded the communication functions of new media platforms such as WeChat public accounts and short videos. In particular, for key activities such as the opening ceremony and major events, new media was leveraged to maximize information coverage, achieving positive social responses and feedback from faculty and students.

At the same time, BiUH is fully aware that its current information disclosure work still falls short of the goal of “high-level, standardized” development and the expectations of faculty, staff, and the public. In the next phase, BiUH will adopt a problem-oriented approach, continuously optimize its information disclosure mechanisms, and focus on improving the scientific rigor, standardization, and effectiveness of its information disclosure work.

(2) Main Issues

– Shortcomings in Departmental Implementation and Platform Development

Some functional departments at BiUH still show insufficient attention to information disclosure, with awareness and proactive execution needing improvement. Certain information disclosure platforms have incomplete sections, lack comprehensive coverage of core content, and provide insufficient details, with some information not updated in a timely manner, affecting both the timeliness and practicality of disclosure. In addition, interdepartmental execution and coordination in information disclosure need to be further strengthened, and the professionalization and systematization of the disclosure platforms require improvement.

-Underdeveloped IT Applications and Foundational Support

The mechanisms for promoting information disclosure through IT at BiUH are not yet fully mature, and both technical support and supporting processes need optimization. Currently, information disclosure channels are relatively fragmented; traditional methods (such as bulletin boards and paper documents), new media platforms (such as WeChat public accounts and short videos), and emerging technical tools (such as information query systems) are not well integrated, and a multi-channel, coordinated disclosure system has not yet been established. Furthermore, the institutional framework for information disclosure needs further refinement, and the professional capability, technical literacy, and interdepartmental collaboration of staff must continue to be strengthened to provide a more solid foundation for effective information disclosure.

(3) Measures for Future Improvement

-Strengthen Awareness and Clarify Responsibilities

Continuously deepen all departments’ understanding of the importance of information disclosure, effectively enhancing political awareness and sense of responsibility. Designate department heads as the primary responsible persons for information disclosure, ensuring clear responsibilities, assigned tasks, and accountability at each position. Regularly organize focused studies and discussions on relevant policies and regulations, guiding staff to plan and implement information disclosure from the perspective of BiUH’s overall governance. Through document circulation, thematic meetings, and professional training, institutional promotion and capacity-building activities will be conducted on a regular basis, further strengthening proactive disclosure awareness and continuously improving professional skills and execution capabilities.

-Innovate Disclosure Methods and Expand Coverage

Actively explore new pathways and formats for information disclosure, continuously broaden channels, and strictly implement the principle of “disclose what should be disclosed, and disclose as much as possible.” Fully leverage the communication advantages of new media platforms, including WeChat public accounts and short video platforms, to enrich the dimensions and presentation formats of disclosed content, enhancing coverage and influence. Strengthen interactive communication with faculty, staff, and the public, maintain smooth channels for feedback and supervision, proactively respond to societal concerns, and promote the coordinated improvement of information disclosure, governance, and public service capabilities at BiUH.

-Accelerate Platform Development and Improve Quality and Efficiency of Information Disclosure

Draw on advanced experiences from peer institutions in building and managing information disclosure portals and adapt them to BiUH’s actual conditions to continuously improve the platform system. Regularly solicit feedback from faculty and students on content and format through online surveys, focus group discussions, and other channels, and promptly optimize platform sections and information presentation. Further standardize the information release and review process, strengthen management systems, increase investment in human and material resources, and improve technical support and content assurance mechanisms, promoting the development of information disclosure toward institutionalization, standardization, and intelligent operation.
